When an applicant receives this error code there is an issue with unit availability. It could be that someone else leased the unit before the applicant was able to complete the application.
If someone is in the system twice with applications, one needs to be canceled as a guest and in User Management in Site Manager, you need to inactivate the one with the p-code tied to that canceled guest.
