Che ck the application; the applicant may have indicated they would supply their own screening report and when they state they will do that, the application doesn't send for screening and an application fee is not charged.
If it was an error on the applicant's part, have them log in and correct it. If that doesn't send the application for screening and charge the application fee, you will have to do it manually.
If it was not an error, you will need to obtain the screening per the policies.
