The "Refresh Signing Status" button is typically used when the lease is in "Resident Signature In Progress" or "Applicant Signature In Progress" status. When you click it, it pulls the latest signing status from Blue Moon and updates the lease status in the "Action Bar" or the yellow flag in CRM Flex - essentially, it just syncs the lease status so it's up to date in CRM.
